Army Master Sergeant George Quick (Ret.), age 85, contacted us after officials at the Armed Forces Retirement Home, where he lives, ordered him to stop offering handbills to tourists visiting the Lincoln Cottage (located on Armed Forces Retirement Home property) on the ground that his advocacy regarding the funding of the Home was distressing to other retirees. Meetings with officials from the Department of Defense and the National Trust for Historic Preservation (which operates the Lincoln Cottage) led to an agreement that Mr. Quick could resume leafleting on the sidewalk where he had been, and to revisions to the residents’ handbook clarifying that all residents retain fundamental rights of free expression.
