Mr. Parker managed a Rite-Aid drug store in Northeast D.C. In November 2006 he was having a verbal disagreement with a customer when two MPD officers walked in. The officers arrested and handcuffed him and forced him to stand by the door of his store, handcuffed, for 15 or 20 minutes before offering to release him if he apologized to the customer. He did and was released.
In November 2007 we filed suit for false arrest, assault and battery, and intentional infliction of emotional distress against the officers and the District of Columbia. The case was settled for $13,250 in July 2008.
